陈德辉　生于江苏南京。已婚。光緖三十年。充美国圣路易博览会湖北省代表。至美。入埃瓦大学。威斯林大学。及本薛文尼大学。习经济。宣统元年。得学士学位。是年回国。宣统二年。任南京南洋劝业博览会书记。民国元年。创办江苏省立银行。并任该行经理。民国三年。任中国银行顾问。民国四年。任上海商业储蓄银行经理。现时通信处。上海寗波路上海商业储蓄银行。
